Collection of resource capabilities. Each element in this collection defines a specific resource
capability. Standard midpoint capabilities are defined in a separate namespace. But that is not
a closed set. Resource may also specify additional capabilities. If the code that is processing
capabilities encounters unknown capability it must ignore it.
